An instant that uses the Will of the Council mechanic to target an instant or sorcery spell and initiate a player vote between denying the spell or duplicating it. If denial wins the vote the targeted spell is countered; if duplication wins or the vote ties, a copy of that spell is created under your control and you may choose new targets for the copy. Split Decision first appeared in the 2014 Conspiracy set, which experimented with multiplayer-focused mechanics and draft formats designed around hidden politics and voting.
