When it enters the battlefield it triggers a Will of the Council vote where players choose between grace (returning each player's creature cards from their graveyards) or condemnation (or a tied vote) which destroys all creatures other than this one. The vote's turn‑order resolution and dramatic swing between mass recursion and a board wipe give it particular political impact in multiplayer games.
