It creates a 2/2 green Cat token when you draw your second card each turn and has a paid ability that sets creatures you control to X/X until end of turn, where X equals your hand size. The static nature of the X value is determined as the ability resolves, so later hand-size changes that turn do not affect those set power and toughness values.
