For each player, choose target nonenchantment, nonland permanent that player controls. Those permanents' owners shuffle them into their libraries. Each player who controlled one of those permanents exiles cards from the top of their library until they exile a nonland card, then puts the rest on the bottom of their library in a random order. Each player may cast the nonland card they exiled without paying its mana cost.

Guff Rewrites History (CMM 767, Rare) is a red instant from Commander Masters that targets one nonenchantment, nonland permanent per player and shuffles those permanents into their owners' libraries. After shuffling, each affected player mills until they exile a nonland card, may cast that exiled nonland card without paying its mana cost, and puts the rest on the bottom of their library in random order. This can act as both removal and a potential free-cast effect that reshapes multiple players' board states and top-decks at once.
