Decree of Pain (CMM 148) is a black sorcery from Commander Masters that destroys all creatures and prevents regeneration. It draws a card for each creature destroyed this way and also has Cycling {3}{B}{B} to be discarded for a draw. When cycled, it triggers a separate effect that gives all creatures -2/-2 until end of turn, providing a weaker sweep even when not cast.
