It can be tapped for colorless mana and can have additional charge counters put on it by paying {X}{X} and tapping; it can be sacrificed to destroy each nonland permanent with mana value equal to the number of charge counters on it. Its role is as a scalable artifact/enchantment removal or board-control tool, offering a repeatable threat that can be grown and cashed in to answer problematic permanents.
