It has flash and a replacement effect that changes any instruction for an opponent to draw two or more cards into each of you drawing exactly one card instead. As a small disruptive utility creature it can slow large card-draw spells while providing a surprise blocker or instant-speed interaction in commander and other formats that allow the card.
