At the beginning of each opponent's end step, if that player controls more creatures than you, create a 1/1 white Soldier creature token. At the beginning of each opponent's end step, if that player controls more lands than you, you may search your library for a basic Plains card, put it onto the battlefield tapped, then shuffle.

Keeper of the Accord (PCMR-27p) is a white 3/4 Human Soldier creature from the Commander Legends Promos set. It has two triggered abilities that trigger at each opponent's end step: one creates a 1/1 white Soldier token if that opponent controls more creatures than you, and the other lets you search for and put a basic Plains onto the battlefield tapped if that opponent controls more lands than you. These triggers can both trigger at the same time and you may order them on the stack, but each checks again on resolution and will fail if its condition is no longer true.
