Tempt with Glory (CMA-26) is a white sorcery from Commander Anthology. It uses the Tempting offer keyword to put a +1/+1 counter on each creature you control and gives each opponent the option to also put +1/+1 counters on theirs, and for each opponent who accepts you put another +1/+1 counter on all your creatures. The card scales with number of opponents and interaction order matters because each opponent decides in turn order and your bonus is based on how many accepted.
