It has Suspend 9 for {2}{U} allowing you to exile it with time counters and accelerate its arrival, and it can’t be blocked when it’s on the battlefield. Its interaction with opponents’ spells (removing a time counter while suspended) speeds its coming and makes it a tempo piece for blue decks.
