Widespread Panic (C13-131) is a red enchantment from the Commander 2013 set. Whenever a spell or ability causes a player to shuffle their library, that player must put a card from their hand on top of their library. This creates hand-topdeck interactions that can punish shuffling effects and influence opponents' card sequencing.
