Shattergang Brothers (OC13-213 foil) is a legendary Goblin Artificer creature from the Commander 2013 Oversized set. It has three activated sacrifice-trigger effects that let you pay colored mana plus sacrifice a permanent type to force each other player to sacrifice that same type (creature, artifact, or enchantment). As a foil oversized memorabilia card it’s a collector/commander-themed item rather than a standard-legal tournament card.
