Spell Crumple (CMD 63) is an instant from the Commander 2011 set that costs {1}{U}{U} and is printed at uncommon. It counters a target spell and, if countered this way, puts that spell on the bottom of its owner's library instead of their graveyard while also putting Spell Crumple on the bottom of its owner's library. Its ruling notes cover interactions where the targeted spell is an illegal target or can’t be countered, which affect whether the bottom-of-library replacement happens and whether Spell Crumple ends up in the graveyard.
