Propaganda (CMD-55) is a blue Enchantment from Commander 2011 that taxes attackers by imposing an additional cost. Its effect forces each creature’s controller to pay {2} for each creature they control that’s attacking you during declare attackers, making it a defensive tax to discourage or limit attacks. Multiple copies stack and the payments are made at attacker declaration, interacting predictably with multiplayer and planeswalker attacks.
