Court Hussar (CMD-43) is a Creature — Vedalken Knight from the Commander 2011 set. It has vigilance and an enters-the-battlefield ability that lets you scry the top three cards and draw one while the rest go to the bottom, but it must be sacrificed on entry unless white mana was spent to cast it. Its color identity includes blue and white, making it legal for decks constrained by color identity in Commander.
