As it enters the battlefield, each player chooses war or peace, and creatures controlled by players who chose war get +3/+0 while those who chose peace get +0/+3. Its global, choice-based buff immediately changes board-wide power/toughness and ends when the archangel leaves, allowing new choices if it returns.
