Power Sink (CED-73) is a blue instant from the Collectors' Edition that imposes an additional payment of X on a target spell. If the spell's controller doesn't pay X, their lands with mana abilities become tapped and they lose all unspent mana. The effect functions as a conditional counterspell that alternatively punishes the opponent by tapping their mana sources and emptying their mana pool.
