Counterbalance (CSP 31) is a blue enchantment from the Coldsnap expansion. Whenever an opponent casts a spell you may reveal the top card of your library and counter that spell if its mana value equals the revealed card's mana value. Its effect is used as a soft tax/lock piece in control decks that manipulate the top of their library to punish opponent casting decisions.
