Puppet Master (CHR 23) is an Enchantment — Aura from Chronicles that enchants a creature and costs three blue mana to cast. When the enchanted creature dies, its controller returns that creature card to their hand and you may pay three blue mana to return Puppet Master to its owner's hand. The effect can repeatedly recur the enchanted creature and Puppet Master together if the controller keeps paying the activation when the trigger resolves.
