It mills four cards from target player's library as its primary effect and can be spliced onto other Arcane spells for {1}{U} to add that effect. The splice mechanic lets it be revealed and paid from hand to augment a qualifying Arcane spell, enabling incremental milling while preserving the main spell’s effects.
