At the beginning of your first main phase it adds either {R} or {G} for each Raccoon you control, and it has triggers that grant life when you expend four mana and exile-and-allow-play effects when you expend eight. Those expend triggers track the total mana you spend on casting spells in a turn and can enable extra card plays or life gain as you hit those thresholds.
