It has activated level-up costs ({B} to reach level 2, {3}{B} to reach level 3) and grants a passive upkeep penalty causing opponents with one or fewer cards to lose 2 life at level 2. At level 3 it gives you incremental card draw by drawing an additional card during your draw step for each opponent with one or fewer cards in hand.
