It gains loyalty whenever you cast a noncreature spell and can make 1/1 blue-red Otter tokens with prowess, draw with a −3 ability, and ultimately grant an emblem that gives your instants and sorceries storm. The card supports spell-heavy Izzet strategies by both generating incremental loyalty and providing card advantage and a game-ending storm emblem at ultimate loyalty.
