Eluge, the Shoreless Sea (PBLB-49p prerelease stamp) is a legendary Elemental Fish creature from the Bloomburrow Promos set. Its power and toughness are each equal to the number of Islands you control, and when it enters or attacks it can put flood counters on lands to make them Islands. The first instant or sorcery you cast each turn gets a cost reduction of {U} (or {1}) for each land you control with a flood counter, enabling cheaper blue spells as you accumulate flooded lands.
