It gains growth counters whenever +1/+1 counters are placed on your creatures and can accumulate those counters via its activated ability that puts +1/+1 counters on creatures you control. At the beginning of your upkeep, if it has twenty or more growth counters you win the game, providing a long-game alternate win condition for creature-based strategies.
