Chittering Witch (BLC 180) is a Black creature of the Human Warlock type from Bloomburrow Commander. When it enters the battlefield it creates one 1/1 black Rat token for each opponent you have, and it has an activated ability that lets you pay {1}{B} and sacrifice a creature to give target creature -2/-2 until end of turn. Its mass token generation and sacrificial pump-down effect make it a value engine in multiplayer and sacrifice-themed decks.
