At the beginning of your upkeep you put a despair counter on it, then each player exiles a number of permanents and/or cards from their hand equal to the number of despair counters on it. The escalating exile effect can rapidly strip boards and hands, making it a deck tool for attrition and political play in multiplayer formats.
