He can set Thopters you control to have base power and toughness equal to the number of cards in your hand until end of turn by paying {3}{U}{U}, and he can convert artifacts from your graveyard into 0/2 flying Thopter tokens by drawing, discarding, and exiling an artifact card. The card supports artifact- and Thopter-focused decks by both boosting token stats and generating additional artifact creature bodies from graveyard resources.
