It has two activated abilities: for {1}{W} you may search your library for an enchantment and for {1}{U} you may search your library for an instant, each time revealing the card, adding it to your hand, then discarding a card at random and shuffling. Its activated tutors give card selection at the cost of a random discard, supporting decks that can mitigate or exploit discard effects.
