Edifice of Authority (AKH 226) is an artifact from the Amonkhet expansion that accumulates brick counters when its first ability is used. For {1}, {T} it prevents a target creature from attacking that turn and puts a brick counter on it, and once it has three or more brick counters a second {1}, {T} ability can lock a creature from attacking or blocking and stop activated abilities until your next turn. Its effects serve a defensive control role by repeatedly neutralizing individual creatures and eventually shutting down activated abilities.
