The Cut half is cast from your hand to deal 4 damage to target creature, while the Ribbons half can be cast from your graveyard for XBB to make each opponent lose X life and is exiled afterward. The card’s split/aftermath layout means each half is chosen separately when casting, offering both instant board removal and a graveyard-driven finish.
