It has “Start your engines!” which gives you a player-specific speed that begins at 1 if you have none and increases on your turns when opponents lose life, and it has a “Max speed — {1}, Sacrifice this creature: Copy target spell you control” ability that functions only while you have max speed. The card can serve both as a tempo blocker and, once at max speed, as a spell-duplicating engine for combo or value plays.
