When it resolves you search your library for an artifact card with mana value X or less and put it onto the battlefield, providing a tutor-to-battlefield effect that scales with X. Its improvise keyword lets you tap artifacts to help pay the casting cost, enabling artifact-focused decks to cast it for less mana and fetch larger artifacts more easily.
