Rules

Exile all creatures. For each card exiled this way, you may play that card for as long as it remains exiled, and mana of any type can be spent to cast that spell. Exile Heartless Conscription.

Rulings

If any of the cards are land cards (perhaps because they were lands that had become creatures), you can play them from exile, following the normal timing rules for playing lands. — You pay all costs and follow all normal timing rules for cards played from exile this way. For example, if the exiled card is a creature card without flash, you may cast it only during your main phase while the stack is empty.
