Rules

Flash You may cast noncreature spells as though they had flash. Whenever you cast a noncreature spell, Birds, Frogs, Otters, and Rats you control get +1/+1 until end of turn. Untap them.

Rulings

Valley Floodcaller’s second ability applies to noncreature cards in any zone, provided something is allowing you to cast them. For example, you could cast a sorcery with flashback as though it had flash. — Valley Floodcaller’s second ability has no effect on abilities that you can activate “any time you could cast a sorcery.”
